About ‘HOT’ and Short-Term Rentals
What is the Hotel Occupancy Tax?
This is a 7% tax on your gross short-term rents not already remitted by an intermediary. Hotels, motels and all short-term rental properties are required to pay this tax. Gross short-term rent includes all consideration received for occupancy including all non-optional fees (other than taxes) such as booking/reservation fees, cleaning fees, pet charges, fees for extra vehicles or people or beds, etc., and any amounts received from lodging intermediaries. Please note, local City of Bryan occupancy taxes are remitted separately from occupancy taxes collected by Brazos County and the State of Texas.
What do we use Hotel Occupancy Taxes for?
Through HOT collections, the City of Bryan and Destination Bryan are able to provide further benefits to Short-Term Rentals, such as free collateral (guides, things to do, etc.) for you to distribute to guests, directing Destination Bryan website traffic to Short-Term Rentals booking platforms, potential content opportunities, as well as other partnership opportunities not currently available to non-HOT remitting Short-Term Rentals.
What is a Short-Term Rental?
A Short-Term Rental is any property or part of a property rented for 30 days or less at a time. This includes hotels, homes, apartments or other units, such as a garage apartment or backyard cottage, listed for rent on Airbnb, VRBO, HomeAway and other similar websites. All short-term rental owners are required to participate in the collection and payment of Hotel Occupancy Taxes, also known as HOT, from their guests.
When is the Hotel Occupancy Tax due?
Tax payments are due monthly no later than the 20th day of the month following the end of the prior calendar month. If a taxpayer owes less than $500 for a calendar month or $1,500 for a calendar quarter, the taxpayer qualifies as a quarterly filer having a reporting period of a calendar quarter and the taxes are due and payable on the 20th day after the end of the calendar quarter. If there was no rental activity for the entire quarter, you are still required to submit the completed zero-file Hotel Occupancy Tax form.
Getting Started with GovOS
The City requests that you register your hotel and/or short-term rental in the new GovOS system. The online filing portal allows business owners to create a free registration account that enables them to file directly and pay the Occupancy Tax.
If I own a short-term rental, will I use the GovOS Portal?
Yes, all short-term rental filing and payments will be handled through the GovOS portal. If you are operating a short-term rental, the City of Bryan will send you a registration letter. You should be receiving your registration letter during the first week of November.
Is there a fee to use the system?
There is no payment processing fee when paying by Credit Card or e-check, although e-check is the preferred method of payment.

Creating Your Account
How do I create an account?
The City of Bryan will send registration letters through GovOS to your mailing address and primary email address. The registration letter will include a web address and procedures for creating your account. This letter also will include a unique activation code and account number that you will need to create your account and to attach your account to your property/business record. This unique code will be provided by either GovOS Support or the City of Bryan.
What if I don’t receive a registration letter?
If you have not received a letter by Nov. 9, 2022, please contact GovOS support at blt.str.support@govos.com to request an activation code and account number. Also, please check your spam folder and add support@govos.com to your safe sender list.
Notifications, alerts and reminders
After you have registered in the system, GovOS will send you reminders about tax form due dates and/or license renewals. All alerts are emailed to your authenticated email address. When you login to the system, you will also see any open alerts that need to be addressed in your Action Center.
Creating Your Account: Step-by-Step
Once you have received your registration letter from the City of Bryan with your unique Account Number and Activation Code, you can proceed with creating and accessing your account. After registering your email address and selecting a password, you will be prompted to utilize the Account Number and Activation Code you received.
To register and remit HOT tax please follow these instructions:
- Go to: bryantx.munirevs.com
- Click on the Blue Hyperlink that reads “Register here!” under the Blue Login Button
- Enter your email address and click “Continue.”
- You will receive a verification email to the email address you entered. Follow the instructions in the verification email. You will click on the link which directs you to a secure registration screen.
- Create a password and fill in your User Profile information. Click “Continue to Business Profile” (orange button).
- On the Business Profile page you will connect your business using the 6-digit Account Number and 6-digit Activation Code you received in your City of Bryan registration letter.
- Click the blue “Lookup” button once both are entered.
- Choose a role from the drop-down list and click the green “Connect” button.
- Click the orange “Go to Business Center” to enter your Business Center.
- Hotel Occupancy Tax Forms and Registration Forms are located in the Open Tasks section of the Business Center.
Tech Support and Other Questions
What payment types are accepted by the city through GovOS?
The City accepts ACH Debit, or e-check as well as the following major credit cards: Visa, Mastercard and Discover.
Will I still be able to pay by check or in person?
The new system will allow you to file and pay HOT online or send your payment by mail or in person.
Can I file a zero file tax return through GovOS?
To file a zero file tax form, select your tax form from your Action Center. Then, complete the required information on the remittance, including Gross Rents and any deductions. You will be prompted to confirm your desire to complete the return as a Zero File return.
I need to close my account. What do I do?
Please contact blt.str.support@govos.com. Please include the closure date and the reason you are closing the account.
I did not receive, or I misplaced the letter with my Activation Code. What do I do?
Contact 1-888-751-1911 or blt.str.support@govos.com. You will need to confirm account details to be verified for the account. To protect the security on property accounts, you will need written (email) permission from a registered owner or officer of the property for us to provide you with a new activation code.
How do I change the user on a property?
All users need to register, just as you did, by going to the home page for that jurisdiction. They will click on the “Go” button under “New Users”. They will also need the 6 digit account number and Activation Code for the property.
I forgot my password. What do I do?
From the Log In page, click the “Forgot your password” link and follow the instructions that will be e-mailed to the User’s registered e-mail address.
Do I have to login to GovOS to see my alerts and reminders?
No. All alerts are e-mailed to your authenticated e-mail address. When you login to the system, you will also see any open alerts that need to be addressed in your Action Center.
I am a property manager. Will I need a separate login for all my properties?
No, you can manage all your properties under one login, but you will submit individual forms for each property. You can also make one payment for all properties.
I use a property manager. Do I need an account?
Both the owner and property manager can be on the account. Your property manager can manage your compliance for you in the GovOS system. If you want your manager to handle your account, you can send them your activation code and account number once you receive it, and you do not need to create an account.
