Two City of Bryan Leaders Receive TCMA Lifetime Achievement Award

Texas City Management Association’s (TCMA) 2025 Lifetime Achievement Award winners Joey Dunn and Brad Stafford

Two City of Bryan leaders have been named recipients of the Texas City Management Association’s (TCMA) 2025 Lifetime Achievement Award, marking a historic first for the organization. Deputy City Manager Joey Dunn and Parks, Recreation, and Facilities Director Brad Stafford will be honored for their decades of outstanding service to local government and the city management profession.

The TCMA Lifetime Achievement Award recognizes professionals who have made significant contributions to the field of local government management for more than 20 years. This is the first time in the association’s history that two members from the same municipality have been recognized in the same year. Additionally, Dunn is the first recipient who has not served as a city manager.

Joey Dunn
Dunn has served the City of Bryan for more than 30 years, playing a crucial role in shaping the city’s growth and success. His leadership has guided transformational projects, including the revitalization of Downtown Bryan, the development of the Traditions community, the expansion of the Biomedical Corridor, and strategic economic development initiatives that have strengthened the local economy.

Throughout his career, Dunn has overseen multiple city departments, guided key infrastructure projects, and represented Bryan on regional boards and committees. His commitment to economic growth, community engagement, and sustainability has made a significant impact on Bryan and the Brazos Valley.

Beyond his work in city management, Dunn has been an advocate for mentorship and professional development. He has served as TCMA Region 7 Vice President and President and played an instrumental role in the City Managers of Tomorrow Committee. His dedication to improving local government operations and upholding the highest standards of public service will continue to influence city management professionals and the Bryan community for years to come.

Dunn’s contributions have been recognized with numerous accolades, including the 25-Year Service Award from the International City/County Management Association (ICMA) and multiple industry and community recognitions.

Brad Stafford
Stafford, who joined the City of Bryan in 2023 as Parks, Recreation, and Facilities Director, previously served as the longest-tenured city manager in Navasota’s history, leading the city from 2006 to 2021. His leadership transformed Navasota into a thriving, vibrant community through economic development, infrastructure modernization, and community engagement initiatives.

During his tenure, Stafford played a key role in attracting national retailers, supporting local entrepreneurship, and driving an approximate 76% increase in sales tax revenue. He secured nearly $12.3 million in grant funding from various state and federal agencies, ensuring long-term infrastructure improvements for the city.

In addition to his administrative achievements, Stafford prioritized transparency and public engagement. His widely recognized “Grilling Stafford” Q&A series during the COVID-19 pandemic provided an open platform for residents to ask questions and receive direct responses from their city manager.

Stafford’s leadership extends beyond city management. He served as TCMA President in 2020 and was named TCMA Administrator of the Year in 2015. He also received the Arts Champion Award from the Arts Council of the Brazos Valley for his role in advancing cultural and community development.

Since joining the City of Bryan, Stafford has continued his legacy of service through overseeing the city’s parks, recreation, and facility initiatives while promoting a collaborative and energetic work culture.

Dunn and Stafford were recognized for their achievements at the Bryan City Council meeting on March 18. They will be officially honored at the TCMA Annual Conference Awards Luncheon on Friday, June 20, at the Henry B. González Convention Center in San Antonio.
